Abstract :
The concept of urban renewal, local governments unhealthy areas of the city since 1980, has been one of the most important tools used for the purpose of conversion into habitable space. Local governments play an important role in creating this project and in the implementation phase. It has such a big role in the outcome of the efforts of local authorities to bring in these projects gain causes some difficulties. The difficulties in this phase of the project of urbanization is an example of a problem. Apart from this, there are urbanization phase, which is the second phase of the urbanization policy. In urban urbanization process that occurs after the conversion; various adjustment problems are experienced. Local governments perceive this transformation not only physically, but must be supported as sociological and psychological transformation stage. Applied compliance problems experienced with the sociological and psychological support after the process of urban transformation policies will disappear. In our study, the views of local governments in urban renewal projects in Kars and its role is also analyzed by public opinion surveys and face to face interviews for the urbanization of consciousness as a result of suggestions were made towards urbanization in this project and beyond.
