Abstract :
Over the last thirty five years, one of the paradigm that has shown a great momentum in the
field of public administration, is undoubtedly strategic management. Strategic management is used
in local governments of bothdeveloped and developing countries such as Turkey, to create an
effective, efficient, fast, rationalist, visionary, scientific and strategic thinking based management
mechanism. Strategic management is a multi process mechanism including the stages of performance-based budgeting, monitoring, evaluation and reporting in addition to planning. In this
article, Istanbul Metropolitan Municipality is selected as a field study and I.M.M. strategic management process has been subjected to a deailed analysis with its all phases within an original
model which is created within the framework of Public Financial Management and Control Law
(No: 5018) and national and international literature. As a results of examinations, it is aimed to
provide solutions for problematic areas
