Abstract :

Known as bliss or knowledge of governance, Kutadgu Bilig is a Turkish artifact written in 11th century by Balasagunlu Yusuf Has Hacib from Uyghur Turks for Tabgaç Ulu? Bu?ra Kara Han. The work involves four symbolic persons and messages are given through interpersonal dialogue. The word “kut”, which is used throughout the work often, has various meanings and legal and political contents. Kutadgu Bilig reveals the fact that hundreds of years ago state governance is based on fairness and justice. It continues to shed light on the present understanding of law and justice in terms of government and state. The work points out to the fact that if rulers are fair, people would be happy and state would be peaceful. This paper centres on what Kutadgu Bilig says regarding the qualities that a ruler must have and “Ruler and Justice as his symbol”. Deriving from this, it focuses on responsibilities and duties of rulers.
