Abstract :
With the announcement of the 1977 Industrial Policy Statement, the development of cottage and small-scale industries became important. In India, although the nature of the state was transferred to a minimal state after 1990, the forces of democracy forced the state to be an integrative state that gave importance to both public welfare and market needs.
