Abstract :

Land acquisition problem for Kathmandu Valley Road Expansion Project (KVREP) has often generate conflict and construction dispute for many years. If the problems can be resolved at earlier stage, this could lead to substantial financial and time savings for the projects. Therefore the study has been undertaken to find the causes of land acquisition problem faced in the process of acquiring land and the effects of these problems on the project implementation in KVREP. The methodology adopted for this study consist of a comprehensive review of literature and questionnaire survey. This study was conducted using the data generated from client who involved in project. The gathered data were analyzed through Relative Importance Index (RII) and were ranked as per their significance. The status of time overrun of seven projects under Kathmandu valley road improvement project KVRIP was also assessed. The finding of the study found that the major causes of land acquisition problems are: Unfair and Low land valuation, owner dissatisfaction with the low compensation amount, unclear government rules and regulation, Unplanned resettlement, Court stay orders. These problems have given negative impacts toward the overall project performance such as: time and cost overrun, Disputes, Contractor’claim, delay in the relocation of utility services, contract termination. From the study it was observed that the average time overrun of seven road expansion projects under KVRIP due to land acquisition delay is 111.85 days. Finally, it is hope that the findings from this study will help the KVREP to improve the land acquisition process for the development of the project in the future. The study is significant for Nepal as developing country where projects should be implemented successfully to foster development. The findings and recommendations will help both land policy makers and project managers in their work.
